Acceptance criteria
Qualifying individual: a foreigner with a Chinese S1 or S2 personal affairs visa
Acceptance requirements: If the personal affairs visa indicates there is a requirement to apply for a residence permit after entry, the individual shall apply within 30 days from the date of entry to obtain a foreigner’s residence permit from the appropriate exit and entry administrations of public security organs under local people's governments at or above the county level in the proposed places of residence for foreigner’s residence permits.
Processing procedure
Application
If the application does not require an administrative license according to law, the handling personnel shallimmediately inform the applicant that the application will not be accepted and shall issue a notice of rejection.
If the applicationdoes not fall under the authority of the administrative organ, a notice of rejection shall immediately be issued with information guiding the applicant to the appropriate administrative department.
If the applicant conceals relevant information or provides false materials, a notice of rejection shall be issued.
If the handling personnel cannot examine whether the application materials are complete or are in line with statutory forms, a notice of receipt shall immediately be issued. If within five days the staff determines that the materials are incomplete or are not in line with the statutory forms, the staff shall issue a one-time notification letter describing all that is necessary to be supplemented or corrected.
If the staff canimmediately identify what should be supplemented or corrected, a one-time notification letter shall be issued.
Acceptance
If the application materialscomply with the acceptance requirements or can meet the requirements after being immediately supplemented and corrected, a notice of acceptance of materials shall be issued.
If the applicant’s supplements and corrections of the materials comply with the acceptance requirements per the one-time notification letter, a notice of acceptance of materials shall be issued.
If the applicant does not receive the one-time notification letter withinfive working days after receiving the notice of receipt, the application materials will be regarded as accepted from the date of receipt.
Examination
The staff will make preliminary comments and then the application will move to the decision procedure.
Decision
If the applicationcomplies with the law of using State archives that are not yet open to the public, an administrative license will be approved. If not, the administrative license will not be approved.
Service
After a review by the administrative staff, ifthe application is approved, the staff will issue a Decision of the Granting of Administrative License to the applicant.
After a review by the administrative staff, if the application is not approved, the staff will issue a Decision ofNo Granting of Administrative License to the applicant.
